Strengthen the security of energy and resources to ensure high-quality development of services

This year's government work report proposes to focus on expanding domestic demand and promoting a virtuous circle in the economy. We should organically combine the implementation of the strategy of expanding domestic demand with the deepening of supply-side structural reform, better coordinate consumption and investment, and enhance the pulling effect on economic growth.

To consolidate and strengthen the economic recovery, and continue to promote the effective improvement of the economy in quality and reasonable growth in quantity, the deputies and committee members put forward suggestions on energy supply and energy infrastructure construction.

Energy projects have the characteristics of large investment scale, long industrial chain and many employees, which can effectively promote the development of upstream and downstream enterprises in the industrial chain. Accelerating the construction of major energy projects is not only conducive to enhancing energy security capabilities, but also conducive to stimulating investment, expanding domestic demand, enhancing development stamina, and promoting stable economic growth.

Henan, which is in the stage of rapid development of industrialization and new urbanization, has great potential for power demand growth, and needs to take multiple measures to improve energy and power security capabilities. Gao Ke, deputy to the National People's Congress and deputy head of Xinxiang Substation Operation and Maintenance Station of Henan Xinxiang Power Supply Company, suggested speeding up the construction of new channels for foreign power to enter Henan, improving the transmission capacity of existing channels, and introducing more provincial foreign power.

As an important infrastructure, the power grid plays an important role in energy supply and promoting the transformation of energy advantages into economic advantages. As of the end of 2023, the State Grid Corporation of China has completed a total of 35 UHV projects, with a line length of more than 46000 kilometers, and a cumulative power transmission of more than 2.9 trillion kilowatt-hours, providing strong support for economic stability and long-term development.

In recent years, China has deeply implemented the strategy of regional coordinated development, and the power source of high-quality development has continued to grow. The government work report mentions "improving the level of coordinated regional development". As regional coordinated development continues to reach a new level, regional energy supply also needs new ideas and new models. Pan Yuping, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of the Sichuan Provincial Taiwan Federation, called on the country to explore a new cross-regional energy security allocation system, formulate an energy security community policy system, and support the Chengdu-Chongqing region to jointly build a green renewable energy utilization system based on hydropower.

With regard to strengthening the building of security capacity in key areas, the government work report emphasizes that we should strengthen the security of energy resources and increase the exploration and development of oil, gas and strategic mineral resources. From the perspective of legislative protection, Zhou Yunjie, deputy to the National People's Congress, Secretary of the Party Committee, Chairman of the Board of Directors, and CEO of Haier Group, proposed a proposal to amend the "the People's Republic of China Energy Law (Draft for Comment). "Energy is the food of industry and the lifeblood of the national economy. It is related to the national economy, people's livelihood and national security." Zhou Yunjie suggested that the state should take energy security as the main line of legislation and the basic value goal, speed up the formulation and adoption of the energy law, consolidate the value goal and legal system of energy security, and ensure national energy security.

In order to ensure the safe supply of energy, a series of policy documents have been actively issued in recent years. On March 1, the "Guiding Opinions on the High-quality Development of Distribution Networks under the New Situation" was released, proposing that the distribution network will have about 0.5 billion kilowatts of distributed new energy and about 12 million charging piles by 2025. On February 27, the ''Guiding Opinions on Strengthening the Construction of Power Grid Peak Shaving, Energy Storage and Intelligent Dispatching Capacity'' jointly issued by the National Development and Reform Commission and the National Energy Administration was officially released, and it was proposed that the power system regulation capacity will be significantly improved by 2027. The operation scale of pumped storage power stations will reach 80 million kilowatts or more.
